Abstract

This study presents an analytical exploration of contemporary Urdu literature addressing the concept and practice of civil defence within the framework of Fiqh al-Seerah, the jurisprudential understanding derived from the biography of the Holy Prophet Muhammad (Peace & Blessings be upon him). Unlike comparative or critical studies that examine multiple intellectual traditions, this research focuses exclusively on selected modern Urdu books that discuss civilian protection, community security, disaster preparedness, and social responsibility in connection with the Muhammadan model" and its ethical and practical implications. Employing textual analysis which is a very important type of qualitative research, the study identifies how these Urdu texts interpret and apply principles derived from the Prophet Muhammad’s ﷺ practice, such as preventive preparedness, organized communal responsibility, protection of life, and moral restraint during crises, in relation to contemporary civil defence discourse. The analysis demonstrates that the literature conceptualizes civil defence not merely as a technical or administrative arrangement but as a multidimensional societal system grounded in moral governance and collective responsibility. Five major components consistently emerge across the texts: preemptive readiness, community-level participation, institutional coordination, social trust, and post-crisis recovery mechanisms. Together, these elements reflect a holistic understanding of civil defence that integrates ethical responsibility, civic engagement, and practical resilience measures. The study concludes that contemporary Urdu scholarship implicitly situates civil defence within a broader socio-ethical framework inspired by the Muhammadan model. This framework emphasizes the significance of organized civic responsibility, cooperative institutional mechanisms, and collective ethical norms in safeguarding society against emergencies, disasters, and conflict-related threats. By linking traditional ethical principles with modern civil protection concepts, the research contributes to a morally informed, culturally grounded discourse on civil defence and societal resilience, highlighting the relevance of historical Islamic practices for contemporary public safety strategies
